Definition: Adjective. A term used during an all night party, usually in the wee hours of the morning, to describe someone that looks cracked out on drugs.

In a sentence:
Steve and Rick are shopping at Gay Pavilions in West Hollywood at 10:00am in the morning. They pass a man who's eyes are bulging out of his head and his mouth has somehow been repositioned onto the side of his face.
STEVE: Did you see that guy? He looked so surprised to be awake at this hour.
RICK: Yeah, he was way Picasso.
